On December 2007, Dr. Hany Barakat, First Undersecretary for the Ministry of Trade and Industry and Eng. Magdi Tolba, Chairman of the Ready Made Garments Export Council agreed to sign a protocol of cooperation with five Technological Centers with the objective of upgrading and empowering the Textile and Clothing Sector by providing technological support, transfer of fashion know-how, training, consultancy and laboratory tests during the production cycle, and marketing.
These technological centers namely are:
- Fashion and Design Center
- Textile Technology Center
- Textile and Clothing Business Center
- Kiazan Center (production and quality)
- Cleaner Production Technology Center
The framework of this protocol is:

- Ready Made Garments Export Council (RMGEC)
Is Public Private Partnership PPP between the Ministry of Trade and Industry and an assembly of the most prominent RMG’s Exporters, It was established by the ministerial decree number 207 for the year 2005.
The main Goal of the RMGEC:
• Is to foster RMG’s exports competitiveness in the world market.
• To enhance Exporters capability to fulfill their tasks in bringing forth Egypt’s international RMG exports ranking.
• Promote for the sector nationally & internationally.

- Fashion Design Center (FDC)
Fashion Design Center is a project under the Ministry of Trade & Industry, which selected one of the largest fashion institute in Milan, Instituto Di Moda Burgo. It has proved to be very successful in the unconventional world of fashion.
The school offers an advanced research system that introduces every year a large number of highly qualified graduates in the fashion world, with over 100.00 people using the Burgo’s system.
The main Goal of the Fashion Design Center:
Approach the European fashion reality and allow Cairo to become, not only a business city, but also a world of landmark where anyone wishing to enter the fashion world can find many opportunities, from stylist to creator, from pattern maker to direct sales, from publicity to the marvelous world of models and fashion shows.

B. ALLIANCE GOALS AND OBJECTIVES
Both parties share the common goals of promoting business, capacity building and enhancing the competitiveness of the RMG Sector.
The purpose of this Memorandum of Understanding and Cooperation (hereinafter referred to as the “MoU”) is to establish a partnership among parties for the achievement of these goals and a framework within which specific project activities will be jointly implemented.
C. PARTNER ROLES AND RESPONSIBILITIES
Each party will be responsible for the following activities:
RMGEC:
The RMGEC in the framework of this memorandum will play the role of a facilitator, bringing together RMG exporters and FDC in a bilateral integration, along with developing the appropriate pertaining channels to foster linkages between both sides.
• Promote the FDC in the web portal by specifying a certain spot for the FDC.
• 3 Minutes video film showing the whole process inside the FDC will be shown on the web portal.
• Create job opportunity for the students of FDC as they will be able to post their CVs on the web portal.
FDC:
FDC is responsible for the technical implementation of the programs/courses.
• Tailor professional courses according to the needs of the RMG Factories which will be updated continuously. ()
• Tailor short courses (Training) for the RMG Factory’s employees.
• Develop projects to build up “product development units” (processes, work flow, and employees training) within the factories.
Both parties shall:
Exchange Information:
• Exchange data and information on RMG manufacturers
• Exchange data on major clients and brands
• FDC shall state the new and latest trends in fashion.
• Notify one another with any new developments, changes or amendments of laws, regulations and standards.
Small and Medium Enterprises Development:
Subject to the importance of supporting small and medium enterprises (SMEs), both parties shall work together to assist SMEs through developing programs to raise their export awareness and so enhancing their capabilities and competitiveness.
D. OPERATING PRINCIPLES AND STRUCTURE
Partner should meet on frequently bases to:
• Discuss Achievements, Challenges and obstacles faced during the implementation of the program.
• Status of deliverables committed by the present MoU.
• Ensure sustainability and continuity of the objectives of this MoU.
• Set future plans.
• Organizing workshops and seminars.
